The Russian Federation is recognized as a successful state of the former Soviet Union in Russian international law. Russia is registered in the implementation of international commitments of the USSR. Russia has been assumed to be the permanent figure in USSR and the UN Security Council. After the membership in other international organizations, Russia has the rights of international expenditures, property and debts. According to the 2008 survey, Russian territory maintains diplomatic relations with 190 countries and has more than 140 embassies.
